The RPM loss after a shift is the same on the 1-2 and the 2-3: both are bad (36.4%).
The starting line ratio should be as high numerically as possible, since it multiplies torque. The combination of 2.469:1 1st gear and 5.69:1 chain sprockets = 14:1, or 14 times your engine torque.
Ideally, you will use all 3 gears, anything else is slower.
