I have followed all of the various adjustments per the various manuals.
It is all working pretty damn good.
But....
Is it common to rock the bike back & forth for the shifter to slide into 1st?
If I just come to a stop, it won't want to slide into 1st; until I roll & bike fore & aft a bit.
If that is not common....which adjustment might be best to check out?

Slip the clutch a little bit, it will go into gear. That is how those straight cut gear boxes work. Learn your machine, and it will become second nature to you....

So to answer your Q;
yes, that's normal behaviour for an old straightcut unsynchronized gearbox.
Try to learn to slip it into first just before you come to a halt, and leave it with the pedal rocked backwards.
Once every halfyear or so, remove the clutch pushrod, remove its circlip and give it a good clean and lube before putting it all back together

Normal as others have said, get back into gear before coming to a complete stop.
I would say I have to rock the bike 50% of the time, but not 100%.
