Would you identify the bikes, please?

Definitely Big Twins, but model and year range? It was in the 1930's some time.

The full fenders first appeared in '34.
The side mounted square toolbox appeared first in 1935.
The VL series ended in 1936.

You are looking at the police of the Australian State of New South Wales. One police force for an area bigger than Texas. It's a very organised police force. It doesn't do "panic stops". It does "organised cessation of forward progressions".
