It looks like a Go-No Go gauge made with 2 Starrett pin vises. Each end holds a pin to check if a hole size is good. The Go pin fits in the hole if it is the right size, and the No Go pin does not. If the No Go pin fits in the hole, the part is no good. These are used for machine operators to check parts in process without measuring tools.
