With a '59 number it could be Topper. I'll check my books.

The small bore would seem to suggest a small appetite. I've checked the Topper parts catalog, but not the supplements. Not a Gasoline Car part either. I suppose it could be some other lightweight like a Super 10 or Bobcat thing?

It doesn't appear in the lightweight catalogs but is the same prefix (27451) as a restrictor plate for earlier 165s with a -54 suffix although for a different type carburetor. The shape says it is for the later Tillotson used on the lightweights but doesn't show in the book. Perhaps part of a "kit" as used on commercial units only such as the Western Union models.
