45 front brake stabilizer plate

What would happen if the front brake stabilizer plate is not is not fitted over the over the extended button end of the left front rocker plate stud and the bike was driven?

Nothing. You will end up with excessive wear in the bushing over time, but short term there would be zero effect except the possibility of shearing off the studs on a large bump which forces the plate against them. When properly installed the slots are in about the middle of their opening range.
