1991 soft tai horn l

my 1991 FXSTS horn hasn't been working for about a year . I just took it off, and the wires going to it are showing 12.4 volts ,not running. I turned the little white plastic hex head screw thing but it didn't make any difference, neither did turning the center allen socket bolt . It looks like a sealed unit from what I see.
Is there any hope for one of these ?

Next question ,I have a couple of old pan horns ,( not the trumpet kind) . They are 6V , but since I don't plan on laying on the horn would it be ok ?

When I phoned around for a replacement horn, I found one for $17 . its fits nicely under the chrome OEM cover my bike has , and is loud too. My old one is in the garbage now.
