They were glued but I would not know what adhesive to use. They will not fall out. They are captured by the studs and nuts on your rocker arm assemblies with original style covers. This being said, they may quiet more of the sound if they are glued.

In the old days we used 3M Yellow Weatherstrip cement , commonly referred to as "Gorilla snot". Modern oils are a bit tougher on adhesives but I will use it on my '54 project. And as noted, they cannot fall off completely as they are partially captured.

Re: rocker arm cover pad gasket
I used 3M "Super 77" contact adhesive. Spray the inside of the pan, spray the top of the felt, let it dry until tacky. Then lay the felt in place on the rocker blocks, place the pan on the head, and that's the location for the felt on the pan. Take the pan back off, and apply pressure to the entire felt, it's there!
The remnants of the original adhesive looks like shellac.
