Seat Pogo Range Of Motion

A new-to-me minty 1966 Shovelhead (yes, not a Pan but the frame manufacture date is June of 1965, so perhaps I squeak into this forum) appears not to allow the seat pogo plunger to all the way down into the seat post tube.

Specifically, the seat pogo plunger will only go down into the tube until the top of the rivet area on the plunger. The bottom of the plunger then hits the internal reinforcement inside the tube and will go down no further (all springs, the rod, etc. have been removed, so nothing extraneous limits the range of motion).

This range of motion seems less than my older 30s and 40s bikes--which may not have the internal reinforcement inside the seat post tube.

The seat post pogo is original to the bike (it has the correct pressed on and braised head instead of the older one-piece design.

Should a 60s-vintage seat pogo plunger go deeper into the seat post tube before striking the internal reinforcement tube?

Or, is this an appropriate range of motion?
