Below is a pic of my rear shock (lower) of my '61 FLH. Looks like something is missing. Pics on Google show a chrome sleeve possibly with a ring of holes for adjustment purposes. Somewhere out back I do have a pair of shovel shocks so I wondered if I could take the part off those? Whatever that plastic tape is, it's been there a long time.
Shop manual shock diagram shows -'64 & '65 variants. So is this the way it should be? so what's with the sticky tape?

That is the correct shock for your bike. There are only four holes for the adjuster wrench on them. Yours are partially hidden by the tape which was likely a previous owners add on. Either for noise abatement (covers contacting body), or to prevent someone adjusting them.
