It is for the WLA "fording kit" (for deep water) and is in the wrong location. Without the kit it doesn't matter where it is but it goes in the front just right of the centerline.

Great to know. I figured it was a WLA thing. The engine they came from likely a WLA engine.

As Robbie mentioned, it's for bolting the 'deep water breather pipe' onto the headbolt..
It was a retrofit to earlier types WLA; type VII WLAs had them 'off the line'.

Fun trivia:

The clean out plug on the fording tube is the same as the dashboard bolt on a panhead.
