1991 springer steering adjustment tool.. DIY ???

My Springer fork stem comes up through the top triple tree .and a bearing retaining with 2 small holes in to top is tightened down to put the correct tension on the bearings .. My problem HD part #48306-88 ,which is the stock bearing retainer with the 3 holes in it ,is obsolete .. Harley says to buy the second retainer , and insert 3 roll pins into the holes , turn it upside down, fit it into the exsisting retainers 3 holes and tighten to the proper tension . Since I dont want to pay $100 Canadian by the time one arrives in 3 weeks or more , I'm looking for ways to make my own..
Maybe I can drill into some rather softer metal and make one, but I'm looking for the most practical way.. Maybe someone discovered a solution by using something else that works ..

Correction , I just found my old bearing retainer ,with the 3 roll pins from back when I assembled this bike in 1996 ...
