Does any one know what the first year these pads were actually used? Was it around 1962?

part number reads 45A ...dosent that mean 1st year of service was 1945 ?

Those pedal pads look to be of a newer design from like 1962, and not from 1945. Bill generally knows his stuff, but I think he got the part number wrong this time. In the 40s and 50s were not the pedal pads flat, waffle patterned and held on with a through stud and nut?

The part number is correct. The -45A pads first appear pictured in the '63 accessory catalog. The '62 catalog still shows the oval -45 pads. They were likely available later in the '62 calendar year .
The '63 accessory listing ( I have every year accessory catalogs from the late '20s to early '70s)

Generally yes, but do not get fooled by part number suffixes as updated parts often carry the old number, usually with a letter suffix (A,B,C,) but not always. And then there are parts that are the same as earlier ones but were dropped for a while and reintroduced with a new number. so 45 was the first use of a pedal pad, just not these pedal pads....
