Neck castings early frame

I'm looking at frames, want to replace mine (1950). I came across a 49 frame, which I won't buy but found something interesting.

Axle plates read: XE-6 8 and XE-7 12 > indicating a 1949 frame.
Interestingly it doesn't have the flattened sections at the downtubes for the horn mount > late 48, early 49?

I have read in the Palmer book that the neck casting should start with XE-35F followed by a specific date code.
This frame reads XE-25F, whats going on with this number?

I f I zoom in, it looms like a "3", not a "2", to me....

A few die changes were for model changes. like the 41 and 46 frame neck, however most changes were die improvements or repairs.
The die numbers in Palmers book are from observation and are not comprehensive.
This frame reads XE-25F, whats going on with this number?
The neck was sand cast, the middle leg shifted.
