Rocker Arm bearing and intake oiler question

2 of the 4 upper halve of the rocker arm bearings have a angled hole (57 degree) at the valve side. Is this the Intake or Exhaust? Why the Hole?

Why does the intake oiler have what looks to be a ball bearing near the tip?
