is it the same pushrods in a 61" and 74" panhead

The 61" engines would all have the old "oil can" pushrods stock.The aftermarket pushrods like the old S&S "straight lift" for stock stroke engines work in 61 & 74" engines.If the valve stem protrusion is out of spec you will have some difficulty in getting the pushrods into your 61".
