Panhead identification

Question on behalf of Joe Young:

I'm trying to figure out what year this Harley is. It was the kind my grandfather had and I would like to find him another one. I'm interested in the one that is being worked on in the front.

I'd guess it's a 1953. '53 was the last year the tank script was 'under-lined'.
The bags kind of look like royalite bags but they weren't available until '54.
The way the bags are painted seems odd too.
