65 pan front fork problem

got a problem with my front end after rebuilding the slider and damper assby.
after i get in in to the trees and measure 5 1/16 from the top of the lower tree to the top of the slider, the axle will not line up
I have to move one slider down aprox 1/16-1/8 for the axle to slide in smoothly.
is this going to cause a problem like that also i'm wondering if maybe the tree is bent as they both should be the same, didnt notice this when i disassembled it

Are the "Top Hats "in position correctly and did the damper tubes engage in the indexing hole correctly when it went together? Are the springs the same length?
