Vented fork caps

I am rebuinding my FL forks and noticed I can not blow air through the top caps where the vent hole is. Should I replace them?

What direction are you blowing as it is a one way valve?

I can not get air through in either direction.

If my memory is right , there are no valves in the caps , some one cut one open & had photo's , not sure if it was a OEM , but it had nothing, but some cotton looking stuff in it ( I guess just to act as a filter or a restrictor. The ones for the adj. front end may be diff..
We had some long threads on this ,quite a while ago.

I soaked them in solvent over the weekend and still no flow through the caps so to be on the safe side, since I just rebuilt the forks, ordered new ones.
