Adjustable front end - Panhead

Hi there - I am looking for some assistance with my adjustable front end.
I am fitting a hack on my 59 pan, hence the adjustable triple tree.
I have searched this site but unable to find the answer = Does the cap (as per picture) just fit inside the fork leg.
The cap fits inside the spring although it is tight , is this correct?
My fork had a washer on top of the spring and a PVC tube obviously for some pre damping, the washer will not allow the end cup to fit throught - it will only sit on top.
Do I remove the washer and PVC tube and just let the end cap fit through the centre of the spring?

The washer and PVC are not standard fitment. They are usually there as a result of Progressive fork springs being used. The baffle and spring assembly are correct on all stock forks and are the air/oil separators for the fork vents, a necessary part if the seals are expected to work. What is the overall length of the springs in your forks?

The Spring measures 16 1/4 inches.
