Question, at what point would you consider the High speed adjustment turned all the way out, so going out further would have no further effect?

What model carburetor, not all function the same.

The high speed on an M74B is merely a "trimmer", or fine tuning adjustment for the high speed fixed jet. Once you are out about 2 turns you are beyond the range of any effect...
Is your main nozzle correct and seated properly? What main jet is in it?
And above all, is your system properly sealed with no air leaks?
Oh, and what air filter are you using? Some act like a restricter..

My jet is #19, no air leaks. nozzle is correct. No air filter, just a bird deflector.Bike starts and runs great. I run leaded gas, The exhaust is a 2 into 1 superior muffler with baffles. heads are STD. my plug color is a very very light shade of tan. I wanted to go a little richer,would have been nice to do that with the adjustment, might play with the next size up jet. when doing jet changes do you step 1 or 2 sizes at a time?

Chuck!

Beware that injector cleaners and other additives in modern fuels clean your plugs as you go, and they will often appear lean when the mixture is perfect.

Please tune by performance, and not your plugs.

good point Cotten, my mixture may just be right. The gas I use is Sunoco leaded 110 octaine, Smells good going in and going out too.
