I had what I thought were the original saddlebags for my 64...
There is a set on ebay that say they are correct for 64, but hte lock is different?
Mine has a round keyhole and lock (like on a mailbox) with the finger the hooks the catch on the inside, the ones on ebay looke like a suitcase type strap lock...
Anyone know which are correct?

Not only did they have the flip-up style of locks, they had the lid seals stapled to the bag itself (at least for most of the year. "Late '64s were like the'65 bag on right in picture.)
The fibreglas was of the stranded kind where you could see a "hair" pattern, and most important: the bottoms of the bags were flat, with an indent on the backside.
"Late" '64s also had the added 90960-64 "latch plate" with a tang behind the latch on the outside of the bag.
There were also 'early' and 'late' versions of the spring clips on the bottom.
Police issue with radio still used the earlier Royalite bags.
