Spotlight mounts

On early spotlights, does the fiber washer 68694-38 go outside the spotlight mounting tabs or in between the tabs and the swivel? Can't tell by looking at the spare parts book, but if mounted on the outside, it seems the lock nut would destroy the fiber washer since no flat washer is shown in between the two. I'm guessing the fiber washer is there to increase tension (resistance?) to help prevent the light from moving up and down after tightening the locknut?

Thanks. And for the lens gaskets, I can't seem to locate any replacements. I reckon I could use some type of weather stripping or split some tubing. Any better ideas?

Thanks, I'll give him a shout. Trying to get these spots to quit rattling and moving when riding at cruising speed.
