This might be a dum question the spring on the rod does it go on the inside of the tank or on top under the nobe thank you

Not a dumb question! If I remember right, it goes outside, to hold the washer and the rubber grommet against the tank when you raise and lower the shut off rod. Everything on the top end of the rod is just to hold it in place. The work is done on the bottom. Mike

The spring goes under the knurled cap on the top of the tank. Rubber packing, washer, spring, cap, is the assembly order. The rod and knob are held up by the friction on the packing.
