Can I buy a vowel?

Anybody know how to make these things work? I got a set from olddude and the strap is not fed into the clip, so I'm not sure how that is supposed to be done.

Pictures maybe?

The ones old dude is selling are wider then the originals. If you are restoring to be a correct bike they are easy to spot as repos.
