I have a friend that owns and operates a small Harley repair/modification shop. He does a lot of vintage motor work but only has flat rate manuals for later bikes. Does anyone know a source of flat rate information for the 1930's through the 70's?

Ancient flatrates wouldn't translate anyway.... Shop rates now must include consumeable materials, environmental costs, etc., often exceeding the actual time to perform an operation. And modern equipment can cut some operations to a fraction of it wold have taken a half-century ago.
Each shop must write their own rates, and allow for the flexibility necessary when dealing with hardware that is not fresh from the Factory.
My personal approach it to just get it done, and then charge for the amount of time that it should have taken a pro to do it.
