Those are 55/56 tanks, original seats for limo panheads.

Folks,

I believe I have deciphered the true practical value of the enormous exhaust array, the unidentifyable foo-foo above it, and apparently a rear-facing thin-screen monitor upon the license rack of the machine.

Is the true practical importance apparent to anyone?

The monitor is there to function as a way to communicate so the car following you can read your pre-programmed insults about following too closely.
The exhausts aren't really exhausts..... some of them are flame throwers and lacquer thinner shooters for those that do not take the hint from the monitor.
Some of them may even be loaded with pebbles that get dropped onto the road....

Close!

But there is truly a reason that must be considered, and whether conscious or not, the builder should be given credit. At least a tiny bit.

that is actually Robert Mitchum's old bike from Thunder Road. The moonshine tank is in the "stretch" area under the rear seat and the pipes are really oil dispensing spray nozzles to put down an oil slick behind the bike to divert the cops when they get too close. If the oil slick doesn't get 'em then you deploy the mirror (flat screen monitor looking thing) to blind them when they get right up on your tail.

The bike was never used in the movie because it had a bad intake manifold leak and Robert could never get it started.

But, I might be wrong......

C'mon Folks!

This is serious engineering.
(Yeah, yeah,.. an oximoron I know..)

The exhaust may not be big enough to ride this thing on wet pavement.

Outriggers? Training wheel substitutes? Ailerons? Do they they have integral gyroscopes?

I don't think so, they are spray nozzles for the oil slick. That's my story, and I'm sticking to it!
