Tin Primary to Crankcase?

Tin Primary to Crankcase?
What is the purpose of the stock set-up that uses the spacer and finger type hold down 'washer'. Vibration? Alignment? Is it supposed to give and save the crankcase when the bike gets dumped? Thanks for any info!

My "opinion" is that it allows the tin primary to float a bit, so it doesn;t have to be perfectly aligned. Same thing as the springs on the screws that attach the rear of the primary.
