Dry Clutch or Wet Clutch?

I had a "discussion" with some one that Harleys up until 1965 had a what would be called a dry clutch. My definition of a wet clutch is a clutch that was designed to run in oil. My counterpart claims that from 1936 up was a wet clutch. Because of the oil dip on the primary chain. Well. My argument is if your clutch was wet that meant your clutch plates were oil soaked and your clutch was slipping. Not a wet clutch design. What say you?

Pans and knuckles use dry clutch.
Sprocket is on outside, oil flings outward.
