Anyone ever had this issue with after market Cyls?

Last year I bought a new set of repro Harley 45 jugs off ebay. Most likely were made in India.
I tried bolting my new aluminum heads to the cylinders and the bolts bottom out. Some bolts holes are .100" too shallow, others are .200"
Has anyone had this issue? Seems the only sensible remedy is to cut the bolt of the bolt to properly fit. You can't re-drill, or you'd screw up the threads.
I'm using the proper Colony Head bolt kit and washers. 9698-18 washers and 9705-18-45 bolt kit.

Are you sure on those parts? WLs with aluminum heads use a far different washer than any G motor did. Head bolts too.

Second option; tap the threads somewhat deeper..
The holes aren't threaded completely, you should be able to cut them further.
Personally, I'm not fond of mixing metals; cast-iron cylinders, copper gasket and aluminu(i)m heads...
The Servicar had cast-iron heads, just like the prewar WL.
When using alu heads, I prefer the asbestos gaskets.

Can you use a thicker washer?
