windshield hardware

Could use some help on this.. I'm trying to figure out weld nut # 14 placement. Its got me stumped. This parts book has it my other one don't.
Greatly appreciate it.

I believe it's attached to 28 & 29.

That did cross my mind, but since I'm not using that part, its sorta confusing ....if they were a loose item or attatched or where the two I have came from....got some circle F bolts too. Not sure what years they go to either. Maybe Palmers will have something on it.?

28 & 29 are not used if spotlight mounts are attached. All factory mounting kits have redundant hardware for multiple applications.
