I have Solid Lifters.....while making Rear exhaust Valve adjustment, I am having trouble locking the Two nuts while allowing push rod to Spin lightly....

It seems that the Tappet - Roller assembly is spinning which tightens the push rod up too tight while locking nuts....

Should the Tappet - Roller not be locked into the guide somehow as to not be spinning....I am concerned that the roller is not resting on top of Cam correctly
Do I need to pull the whole Tappet assembly out to Fix ....or..??....Not sure what is going on here.........
Any Help is appreciated.....

Sounds like you have the common el-cheapo solid lifter conversions.

Before you tighten the lock nuts completely you can final adjust the pushrod adjuster while the lock nut is somewhat snug and then tighten the lock nut.

I use three wrenches at once to do it holding the pushrod and adjuster wrenches in one hand while tightening the lock nut with the other hand.

The whole lifter body does not turn-just the conversion piece turns in the lifter body.
