Ed!
The military 45" M88 will not bolt up to a Pan manifold,
but it is still not 'trash'.
Not entirely anyway.
The LS needle assembly is missing, the HS needle appears to have a Schebler knob instead of the original plug, the chokeplate is upside down, throttledisc backwards (can't see the "13"), and the floatvalve has an enormous cancer upon it, but it still has value among WLA enthusiasts.

You should hang on to it if you ever plan a 45", or perhaps an Indian project, maybe even a pre-War knuck,
but otherwise you might find an appreciative home for it.
Your '49 was produced with either an M36 or an M45, depending on early or late, if memory doesn't fail me. But any 4-bolt Linkert can be made to run, the most common being the M74B.
I cannot endorse any one source of parts at this time, as one may have to pick and choose between vendors for quality of individual pieces, and re-manufacture much of it anyway.

You're better off using it as trading material and finding one better suited for your pan. The M-88 is designed to flow for a 45 cu in engine and your engine is 60% larger and would require a lot more flow than an M-88 will supply. It will sadly affect your performance.

ed,
you won't be happy with it. get the correct one for your bike. as cotten pointed out a M-74B would be a good alternative choice. and it would fit your manifold!
remember, the cost of fixing a linkert up is essentially the same if it is for a wl or a fl. you might as well get it right the first time!
about 2 new members a month come through here with wl or wla projects, someone will need that carb! i already have 2 otherwise i'd make you an offer!

Ed, there's tons of H-D parts that are being dug out for $$$ these days. Check ebay for a useable Linkert.
For years I shipped items to Japan (cars, watches, china, diamonds) if you need help from the USA I'll be willing to help you out since not all ebay sellers will ship to you... or there might be someone here who has something that will work. (In Japan old cars are rare, pre-1974.)

Heres all you gotta do:
First you whack your manifold and attach a proper flange that will mate to your M88, like this one: Then hog your venturi out to 1 1/8", try to find a 1258-36 nozzle (or shim a 27331-40), and piece together the rest of the assembly.
Good luck,

Re: linkert m88 will it it fit a 49fl?
Ed!
Please note that my previous photo was a plasma-cut flange, but it still required to be ground flat after silver-soldering.
(If you have an early '49 manifold, it is silver-soldered steel, and prone to leaks at the three swage dimples inside.)
The M88's jet should be removed and plugged.
A proper adjustable highspeed needle does the job, such as 27297-27, or Indian 102459.
The -40 nozzle is reproduced, and widely available.
Have you a lathe to hog out the venturi?
It will also most likely be required to be swaged oversize to fit the bore properly.
Or you could just order an aluminum 1 1/8" venturi (and hope it fits).
Indian vendors will already have the venturi vented like your original, saving you time with a file or the mill if you buy a common H-D replacement.
If your 70 cu in machine is an over-bored EL, then I believe it will perform quite well with the smaller carb.
