Royalite Plastic Saddle Bag mounting

I am mounting a set of the royalite bags on my 64. It looks like the mounting bracket goes over top the luggage rack, and shares the same bolt holes thru the struts and fender. When I position it all together. there is about a 1/4in gap between the bag bracket and the luggage rack on each side. The 58-68 parts book does not show any kind of spacer to take up this extra space.
Can anyone take a look at their mounting and let me know what I am missing?

My bracket fits fine. I made spacers to use in place of the luggage rack when I choose
to leave it off. (see pic) Maybe your bracket can be bent a little to close the gap ?

I suppose my hoops may be sprung out a bit then , but my bags slide on fairly easy right now.

Kicker,

I added 2 photo's in the misc. items section of the saddle bag mounts with a rear fender rack. Mounts still takes a 1/4" spacer with the fender rack. If the mount was factory installed, (welded?) (bolted, dealer installed), they can take a little coaxing to get all the bolts to line up. Get a friend to help.

Hi Tony, mine lines up just like in your pictures. Looks like you might even be using front bumper spacers 91089-58, seems like they would work just fine. It just bugs me that the parts book doesn't show anything...
