I'm using a Cycle Electric's generator. The question is when installing the oil deflector does it go right up to the boss the generator and the washers, are they used to shim the gear to meet the centerline of the idler gear?

the washer and the oil slinger (deflector) are NOT shims, isn't there supposed to be a spring between the deflector and the drive gear?

You're thinking three-brush with a pinned gear.
Two-brush'ers pull up tight against the bearing with a locknut.
Beware of repop gears that are loose on the splines....
