Rear fender wiring channel

Hello loved ones,
Regarding the tabbed channel inside the rear fender - do the tail lamp wires go with the asphalt loom, or loose? Channel seems too small to contain a loom. I am running turn signals, so there's no way all 4 wires will go through the channel with the asphalt loom... Am I missing anything??!?

Wires are loose in channel, loom enters fender about 1".
