I wired my 55 as a 54 so that's not much help
I do not know the correct way, but it seems that the wiring go's from the dashbase between the fuel tanks behind the hornbracket to the horn terminals

i can't be much help either. i just ran mine down from the dash.
you might try contacting Matt Olsen, he has a '55 he is assembling.

i wired to top lug on left and #1 lug on ignition switch

Looking at this '54 police unit the wire appears to go under the motor mount very much like you have it.
