Rear Brake Pivot Cups: where goes the outside pivot cup

I am putting my brake together and having trouble figuring out where the outside pivot cup goes. From the pictures I can't tell if the cup goes on the brake shoe first then the pin,
or does the pin fit inside the cup then on to the brake shoe. If I put the two cups on and then the pivot pin there doesn't seem to be enough length on the pivot pin to put in the cotter pin. But when I put the pivot pin inside the cup I have enough length.
Could anyone please clarify this for me.

Eric on my 49EL i am running the stock set up used till 57. On mine it is pivot cup, brakes, pivot cup and cotter pin. Mine are all stock parts. Any chance one of the pivot cups is oversized and not stock. Only other thought might be if pivot stud is not stock and maybe hole was drilled wrong.

the pivot cups are different
first the inside cup, pivot stud, brake shoes (front/rear), outside cup, cotter pin
