60 Rear Fender

Good afternoon Gentleman, Got an original rear fender today for my 60FLH. Anyone know why there are two wire holes on this fender. They both appear to be factory. See picture. Thanks, Bob L

One for the tail light, one for the signal lights?

Bob,
The turn signal wires go through the front hole and the tail lamp
wires go through the rear.
