The fender with the sergeant stripes is a 49-50 and has the two holes above the embossment for the fender tip.
The fender with the tail light is a 51-54 and has three holes in the embossed area.
What are the three holes for?

The one with three holes likely had an aftermarket fender tip on it. Lots of companies made them and several used three mounting holes. The one with two holes appears to be set up for the correct -48 part number fender tip. The bottom two here look like your pattern. They are from Comiskey.
