Rear fender mounting bolt?

Just put the rear fender back on the 51 and had one hole without a bolt/nut.
Not sure if it was missing or just never supposed to be there. Anyone shed any light on this, the parts books I have don't have anything.
They show the hole in the frame and the fender but nothing to attach them

Yes, there's a bolt there. I bought the Colony fender mounting hardware kit, which includes everything needed to mount the fender. That lower bolt is one of those oval-heads, with the countersunk head, straight-slot for a screwdriver, p/n 2404 as seen with the oil tank. However, in my book, when I go to the section in the back on bolts, I don't find a 2404. Must be a typo.

A light came on when I read your post.
I remembered a screw I had (Phillips head 3/4 in long ,5/16x24) that I was not sure where it came from but it was in with the frame/fender stuff.
For some reason I did not bag and tag it when I removed it.
My first thought was that it was to attach the fender to the battery tray and I was missing the other one.
But the replacement screws I got from Clete at Old Dudes were were straight slot, not Phillips, so I just assumed that it was just another "creative solution" a previous owner came up with.

My 54 parts book show 2404 but I think the current number is 2404w
I have not seem them for $.10 anymore

CJ, I'm pretty sure that the "W" is the code for cad plate, same part different finish

what always amuses me is the dimension 27/32", would a 7/8" be just TOO long for that application?

That makes sense as the 2404b appears to be for the park version
Not sure where I got the W for the 2404 part as what I have is the B version
I am curious what the rational was for using W and B for cad and park designations
Unless is was "kind of white" vs "kind of black color"
