1960 FLH Oil Tank Bracket

I bought a 1960 FLH during the summer. It had been in a collection and looks like it hasn't had fluids in it in a long time. The inside of the oil tank looked a little grungy so I decided to remove it to give it a good wash out. After removing the tank, I noticed that the bracket that supports the rear of the tank (and the plate below the tank) was not tight to the frame. The bolts that hold the bracket were screwed most of the way in and were retained from backing out by the locking tabs but the bracket was loose. Does anyone know if that bracket is supposed to "float" or should those bolts be tight? I can't find anything in any of the manuals I have acquired.

It should be tight, it isn't intended to "float". Very often they show heavy wear under the flange above the swingarm boss. If they show a worn depression, weld them up and resurface before remounting them.

Thanks for the help. One side is slightly worn, the other good.
