Steering Neck Lock - the good and the bad

I got a key made by Joe Jesser of Jesser Classic Keys based on the B number on the steering head lock of my 51 pan.
The good news is the key works in the lock and it turns 180 degrees, the bad news is that the lock does no do anything.
Before I tear everything apart, any quick and dirty ideas of what to check first?

could be the pin is broken off, that the lock moves towards the front of the bike into the trees, might just be missing, or maybe the hole in the stem is not there if the trees are not oem or correct for the bike. on the front of the neck there should be a little plug you can pop out and if you look back towards the neck casting with a flashlight you should be able to see the pin and if it moves with the turning of the lock.

Went to move the bike to look at the front end and the steering was locked.
The fork turns about 15-20 degrees before it hits the lock, quite a bit different from a twin cams steering lock

that sounds pretty sloppy but I wouldn't worry about it myself. I used a chain and lock but I like knowing that it works. glad it worked out for you
