Converting primary chain drive to belt drive (chain oiler)

I am converting the primary chain drive to belt drive on my 1950 EL.
Is the copper tube that oils the chain also a vent tube? Can cap off this tube to prevent oil from dripping on my belt? Another option would be to put a rubber tube on the copper tube and direct the oil to the street, but how do I loosen this tube to turn it downwards?
